Sangay is from Gomdar, Samdrup Jongkhar. He graduated in 2002 with Diploma in Financial Management (DFM) from RIM. He received scholastics honors for his outstanding performance from the DFM Course in 2002.
He also obtained Bachelors degree in Commerce with Computer Application
(B.COM CA) from PSG College of Arts and Science, India.
Initially he was recruited by the Institute to support decentralization program in the area of financial management. He has a wide field experience having worked as a trainer in Local Governance. He was specifically involved in training Local Government Functionaries (GYT and DYT members) in basic book keeping and other financial related issues.
Besides, he also teaches in the regular courses in the Institute in the areas of Commercial Accounting (Theory and Practical), Principles of Auditing, Tally, Quantitative Techniques, Public Finance and Government Accounting. He also attended short courses in finance and accounts conducted within the country and in India and the Philippines. Currently he is working as Sr. Instructor in the Department of Finance and Business of the Institute.
