Academic Rules and Regulations of RIM, January 2007

PRELIMINARY

These rules shall facilitate in achieving the mandate of the Royal Institute of Management to impart, promote, and improve professional knowledge and skills in management and public administration to enhance the efficiency and effectiveness of both the civil service and other sectors.

In order to build the character of individual trainees, and to create an environment conducive to learning, the academic rules of the RIM consists of eight Sections and is hereby promulgated under the authority of the Royal charter of the Royal Institute of Management, 1990.

1.1 Title
  This rule shall be known as the Royal Institute of Management Academic Rules and Regulations.
1.2 Extent, Commencement and Supersession
  1.2.1 This rule shall extend to all faculty, staff and trainees of the Institute.
  1.2.2  This rule shall come into force with effect from 1st January 2007.
  1.2.3 All existing academic rules and regulations in force shall be superseded from 1st January 2007.
1.3 Amendment and Interpretation
  The RIM Board shall be the competent body to interpret and approve amendment to this rule from time to time.
CHAPTER 2 : Attendance
2.1 Under normal conditions, all trainees are required to have 100% attendance in each subject except under circumstances specified under clause 1.2 and 1.6.
2 .2

A minimum attendance of eighty percent (80%) in each subject is mandatory for all trainees to be eligible to continue their programme at the Institute or graduate from the Institute provided this leave of absence is authorized.

2 .3

All administrative matters related to attendance of trainees shall be coordinated and managed by the respective course Programme Administrative Assistants.

2 .4

Faculty1 teaching the course shall sign the attendance of the trainees for each session.

2 .5 The Programme Administrative Assistants of each course shall compile the attendance form/ attendance register every month and provide a copy each to the concerned Faculty for academic decision, the Finance Division for payment of stipend and Registration Unit for compilation and maintenance of trainee information.
2 .6 A trainee who does not meet the minimum attendance requirement of 80%  in a subject but has at least 50% attendance, and if the leave of absence is due to one’s own sickness or emergencies owing to death of own father, mother, sister, brother, spouse and children for which a trainee has obtained the prior permission of the Institute, the concerned subject faculty may on a case by case basis provide opportunity to the trainee to:
  2.6.1 Make up for the attendance shortage through extra academic works that commensurate the learning lost due to absenteeism and conduct special examination thereafter.
  2.6.2 Repeat the subject with the junior batch or the following year whichever is earlier  
2.7 A trainee who does not meet the minimum attendance requirement in a subject as per clause 1.1, 1.2 and 1.6, the trainee shall:
  2.7.1 Not be eligible to sit for the semester/term examination in those subjects where a trainee is absent
  2.7.2 Be declared failed in the subject(s); and
  2.7.3 Be obliged to discontinue the course at the RIM

CHAPTER 3 : Performance Evaluation

3 .1 A system of continuous evaluation comprising of series of assignments, tests, quizzes, presentations, class participation, panel discussions, group and individual project works and term/semester examination shall be practiced by all the faculty members of the Institute.
3.2 Every faculty shall evaluate the performance of trainees using at least two evaluation methods specified under para 2.1 of this rule.
3.3

The Head of concerned department will inform the subject faculty on the shortcomings of the trainees’ performance and shortfall of attendance before completion of every course.

3.4

The faculty teaching the course shall be fully empowered to determine the venue, date and time for conducting assessment of the performance of trainees as long as this has no adverse resource implications, does not adversely affect the work of the Registration Unit and is reasonable to the trainees.

3.5

The faculty teaching the course or any nominated faculty, Programme Administrative Assistant or/and Registration Unit shall supervise semester/term examination.

3.6

If a trainee fails to attend any examination and consequently fails a subject, the trainee may be provided a one-time opportunity to repeat the examination as per provisions contained under clause 1.6.2.

3.7

If a trainee fails to attend any examination, having fulfilled all the required attendance, due to one’s own sickness or emergencies as defined in 1.6 and a prior permission is obtained from the institute, a special assessment/examination may be organized by the faculty teaching the course as per provision contained under clause 1.6.1 as appropriate.

3.8

Repeaters or trainees attempting the examination for a second time, the final mark on every course shall be computed based on the average of the following marks obtained:

30% of the first attempt
70% of the second attempt

CHAPTER 4 : Plagiarism and Dishonest Academic Behaviours

Definition
Plagiarism is defined as use of direct quotation or word-for-word copying of all or parts of others’ work without identification or acknowledgment of the citation/quotation; an abbreviated or paraphrased summary or recapitulation of someone’s original ideas without properly acknowledging the author(s) and the source (s); and stealing or making any other effort to get hold of any examination question papers or relevant materials in advance. All such acts of plagiarism shall be treated as major offence.

Dishonest academic behaviour is defined as providing help or seeking help from others during examination; carrying notes, references, and textbooks (unless authorized) or any other unauthorized materials in the examination hall including discussing with others. Such dishonest academic behaviour shall be treated as minor offence.

4.1

Any behaviour of a trainee considered as an act of plagiarism or dishonest academic behaviour shall be considered as an academic offence liable for disciplinary actions.

4.2

Depending on the nature and degree of such acts of a trainee, the academic offence shall be categorized into major or minor offences.

4.3

All major offences shall be liable for direct expulsion from the institute.

4.4

All minor offences shall be liable for disciplinary actions such as requiring a trainee to repeat a course/subject, additional academic workload or a reprimand as deemed appropriate by the Academic Committee.

4.5

Each faculty, program administrative assistant or any other person appointed as examiner   /evaluation invigilator shall report any incidence of academic offence with evidence or/and written explanation, within three days from the date of offence to the concerned Head of Department who will within a week call academic meeting for investigation and recommend appropriate disciplinary actions to the Director.

4.6

Decision taken by the institute on plagiarism and dishonest academic behaviour shall be intimated to a trainee within a week from the day the recommendation is received from the academic committee.

CHAPTER 4: Promotion and Repetition of the Course
4.2

Pass mark in each subject is 50%

4.3

In case of a two-year course, a trainee shall be promoted to the second year provided a trainee has not failed in more than two subjects in the first year and that the subjects failed are not mandatory subjects whose successful completion is a mandatory requirement to pursue the second year course work.

4.3

The subjects failed in the first year must be cleared in the second attempt, failing which a trainee will be obliged to discontinue the course at the Institute.

4.4

If a trainee from the two-year course fails in more than two subjects in the second year, the trainee will be declared failed. However, if a trainee has failed in two subjects or less, the trainee may be allowed to repeat the examination along with the subsequent batch.

4.5

As in 4.4, if a trainee from the one-year course fails in more than two subjects, the trainee shall be declared failed. However, if a trainee has failed in two subjects or less, the trainee may be allowed to repeat the examination along with the subsequent batch.

4.6

A trainee shall be allowed to repeat the examination in any unsuccessful subjects only once.

4.7

A trainee who meets the criteria to repeat an examination in the unsuccessful subjects and desires to do so must register with the concerned faculty/department before the subject is offered to the subsequent batch. Late registration shall automatically disqualify a trainee to repeat the examination.

4.8 If a trainee discontinues a course due to sickness and emergencies as defined in 1.6 with prior approval, the trainee will be given one more opportunity to continue the course in the subsequent year with the same scholarship already awarded.

CHAPTER 6: Award of RIM Diploma/Certificate

6.1

To be eligible for Diploma/Certificate, every trainee must have passed all the subjects prescribed in the course that the trainee has undertaken.

6.2

Upon being academically eligible for RIM Diploma/certificate, a trainee shall be placed on the final eligibility list for the award of RIM Diploma/Certificate on production of a “No Demand Certificate” from the departments, sections, and units of the Institute duly countersigned by the Registrar of the RIM.

6.3

The RIM Diploma/Certificate shall be awarded to the successful graduate on the RIM convocation day announced by the institute.

6.4 The graduates shall be expected to attend the convocation ceremony in order to be eligible for the award of the RIM Diploma/Certificate except when they are unable to attend the convocation due to unavoidable reasons and have requested for leave of absence in writing to the RIM before the commencement of the Programme.

CHAPTER 7: Academic Grading System

Marks obtained by a trainee shall be converted into letter grade according to numerical equivalence as given below.

CHAPTER 8: Definitions of RIM Diploma/Certificate

For the purpose of awarding certificates on completion of a course from the RIM:

8.1 A Certificate shall mean a pre-service or in-service course of study/training in such subjects or area of training approved by the Royal Government or its agencies from time to time.
8.2

A Diploma shall mean an approved course of study in such subjects or areas of training approved by competent authorities of the Royal Government under laws. A candidate to be eligible for admission must possess a minimum academic qualification of Class XII (passed) subject to revision from time to time.

8.3 A Post-graduate Diploma shall mean a course of study that is one-year or more in subjects/areas approved by competent authorities of the Royal Government under laws. A candidate to be eligible for admission must possess a minimum academic qualification of a Bachelors degree.
CHAPTER 9: Appeal
9.1

If any faculty, staff or trainees feel aggrieved by an action initiated/taken against them, they shall be provided adequate time and facilities to submit appeal to the Chairman, RIM Board of Directors.

9.2 The Chairman, RIM Board of Directors shall constitute an independent committee to review the appeals and recommend decisions
