Recipient of the National Order of Merit (2013) for Excellence in Teaching. More than 25 years of teaching and training experience at diploma, post graduate certificate and post  graduate diploma level) and in delivering management development programs in the field of human resource management, performance management, customer service  and public service delivery.

2. Managerial and Administrative Responsibilities

Contributed to the institutional development of RIM by serving in the capacity of Head of Policy and Planning (from 2005 till date), coordinated linkage programs with outside universities/institutions and donors to develop new management programs and capacity of RIM (from 1997 till date), and have been managing development of infrastructural development projects of RIM (from 1997 till date).

Consultancy and Advisory Services

  1. Developed Ninth Five Year Human Resource Development Plan of the Royal Civil ServiceCommission (2001-2002) by developing a HR Framework for Human Resource Planning
  2. Carried out Monitoring and Evaluation RIM-ADB Project (1999)
  3. Prepared Orientation Manual for International Volunteers (1998-99)
  4. Facilitated development of Position Classification System in the Bhutan Civil Service contributed as an active member of the Position Classification System (from the inception of PCS in 1999 till its implementation in 2006)
  5. Facilitated development of Organization Development Plan for the Government and contributed in the preparation of the OD Manual for Royal Civil Service Commission (2007)
  6. Facilitated implementation of new Performance Management System in the Civil Service agencies (2006-2007) through advisory services and training
  7. Designed Training Impact Assessment Guidelines for the RCSC (2001)
